Report Reveals Energy Foundation China’s Ties to CCP and Influence on U.S. Climate Policy

The organization, headquartered in San Francisco but with employees mostly based in Beijing, has been linked to entities such as the Rocky Mountain Institute and Natural Resources Defense Council, which are part of the U.S. green energy movement. The report has prompted investigations into EFC’s financial activities and its impact on domestic energy policies, raising concerns about CCP influence on American climate initiatives. The report highlights that EFC has been funding various climate advocacy groups and has been involved in efforts to push for the phasing out of fossil fuels and the implementation of green energy alternatives. The report also details how EFC has been instrumental in leading state-level legislative efforts against Bayer, the leading Western fertilizer company, with the aim of driving the company out of the U.S. and in turn, forcing reliance on Chinese suppliers. Additionally, the report outlines how EFC has been providing millions of dollars to the International Council on Clean Transportation (ICCT) to support a clean energy future and how ICCT has been an active supporter of climate initiatives in the Inflation Reduction Act targeting increased battery electric trucking infrastructure. The report also details EFC’s collaborations with U.S. entities and officials, including in 2023 when it provided support for an event featuring California Gov. Gavin Newsom during a visit to China and later hosted a forum promoting low-carbon cooperation between the two nations.
