ICE Boston has announced the conviction of a Dominican national who entered the U.S. illegally during the Biden administration after being deported three times before. Santo Beato Aybar-Aybar, 49, was most recently deported on September 21, 2021, but returned to the country without being inspected or admitted by U.S. immigration authorities, officials revealed.
AYBAR-Aybar was arrested by ICE Boston, and he pleaded guilty in June in federal court, admitting to the illegal reentry offense. ICE Boston acting Field Office Director Patricia H. Hyde emphasized that Aybar-Aybar displayed a blatant disregard for U.S. immigration laws, which led to his conviction. The director also emphasized ICE’s commitment to public safety by enforcing immigration laws and removing illegal alien offenders from New England communities.
The convicted individual could be sentenced to up to 20 years in prison, a $250,000 fine, and three years of supervised release, according to ICE. After his imprisonment, he will be deported again, as stated by the agency. Another individual, Guatemalan national Manuel Ruiz-Luis, 52, was also sentenced for illegal reentry after previous deportations in 2012 and 1996. He will be sentenced on September 18 and faces up to two years in prison, a $250,000 fine, and one year of supervised release before deportation.
ICE Boston has been active in immigration enforcement, particularly under the Trump administration, often clashing with local Democrats in Massachusetts, where Boston is a sanctuary city. Sanctuary cities limit local authorities’ compliance with federal immigration enforcement. The case of Aybar-Aybar highlights the ongoing challenges in enforcing immigration laws and the continued efforts by ICE to remove individuals who reenter the United States illegally after deportation.
