Ukraine to Fast-Track Mobile Communications Growth with New Legislation

President Volodymyr Zelenskyy has signed into law Bill No. 4321, a legislative measure designed to streamline regulatory frameworks and encourage the expansion of mobile communication networks across Ukraine. The bill was announced by First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov, who highlighted the importance of this initiative in fostering economic growth and enhancing digital connectivity. The announcement comes as part of broader efforts to modernize Ukraine’s digital infrastructure and align with international standards for telecommunications.

The legislation targets key areas such to reduce bureaucratic delays, encourage private sector participation, and ensure the efficient deployment of new technologies. By removing outdated regulatory barriers, the government aims to create an environment that is conducive to innovation and investment. This is particularly significant given the increasing reliance on digital services in both public and private sectors, as well as the ongoing need for robust communication networks to support critical infrastructure and public safety services.

Minister Fedorov expressed optimism about the potential impact of the new law, stating that it will significantly accelerate the rollout of 5G and other advanced communication technologies in Ukraine. The government has also outlined plans to invest in digital literacy programs and public infrastructure projects to complement the regulatory reforms. This strategic approach underscores Ukraine’s commitment to leveraging technology as a driver of national development, while ensuring that the benefits of digital transformation are accessible to all citizens.
