Army Discontinues Command Assessment Program Amid Criticism

The U.S. Army has canceled its Command Assessment Program (CAP), a leadership selection initiative designed to reduce bias through psychological evaluations and peer reviews, following criticism and low participation rates. Defense Secretary Pete Hegseth praised the move, emphasizing that promotions should be based on merit and performance.

The program, which was implemented broadly across the Army in 2020, was aimed at reducing conscious and subconscious biases and using peer assessments and behavioral analysis to choose candidates for command posts. Former Army Secretary Christine Wormuth had formally deemed CAP an official program of record in January 2025 just before President Donald Trump took office.
