Ukraine’s Finance Ministry Proposes Six-Month Extension for E-Excise Transition

The Ministry of Finance of Ukraine, together with the State Tax Service, has prepared a draft law on extending the transitional period for the simultaneous use of paper and electronic excise stamps for six months, Finance Minister Serhiy Marchenko said.

The proposed extension is part of an ongoing effort to modernize Ukraine’s tax administration and align it with digital transformation initiatives. The Ministry of Digital Transformation had previously requested the extension, citing the need for additional time to ensure a smooth implementation of the electronic excise system.

Under the current proposal, businesses and tax authorities will be allowed to continue using both paper and electronic excise stamps for an additional six months. This measure is intended to reduce administrative burdens and facilitate the transition to a fully digital system, which is expected to enhance efficiency and compliance.

The draft law will now be considered by the government, with officials expected to make a decision on whether to approve the extension. If adopted, the change will provide more flexibility for businesses during the transition period, potentially minimizing disruptions to operations.

Officials have emphasized that the extension is a temporary measure to support the transition process. They also noted that the long-term goal remains the full implementation of an electronic excise system, which is seen as a key step in improving transparency and reducing tax evasion.
