EU Concerned Over Lack of Transparency in Trump’s Ukraine Peace Initiative

European officials have not been briefed on the specifics of the new peace plan presented by the US to Ukraine, The Telegraph reports. The report indicates that US President Trump’s administration has proposed a 28-point plan aimed at resolving the conflict with Russia, which has reportedly been delivered to the Ukrainian leadership by special envoy Steve Witkoff. According to the article, the plan would require Ukraine to relinquish control of certain areas in the Donbass region still under its control, reduce its armed forces, and suspend its NATO accession bid. The plan also reportedly allows Ukraine to negotiate security guarantees from the US and European governments to uphold a ceasefire.

Senior EU officials have reportedly been kept in the dark about the details of this deal, as noted by The Telegraph. The article cites sources within the EU who say they were largely uninformed about the specifics of the plan. This lack of communication has raised concerns, especially as EU leaders felt they had been successful in persuading Trump to respect their stance on the issue. The Ukrainian leadership, including President Zelensky, who has consistently ruled out any territorial concessions, is also reportedly dissatisfied with the proposal.

The Kremlin has commented on the matter, with spokesman Dmitry Peskov stating that there was nothing new in the proposal beyond what had already been discussed between Russian President Vladimir Putin and Trump during talks in Alaska earlier this year. Senior Russian negotiator Kirill Dmitriev added that the proposal goes beyond a basic ceasefire, suggesting that the Russian position is being taken seriously. Moscow has insisted that any lasting resolution to the conflict can only be achieved if Ukraine commits to neutrality, demilitarization, and denazification, and recognizes the new territorial reality on the ground.
