Alexander Darchiev, the Russian Ambassador to the United States, has raised concerns regarding the potential resumption of nuclear testing by the American government, which he states could significantly impact the strategic stability between the two nations. Darchiev emphasized that the United States must make it clear whether the recent claims by Donald Trump regarding nuclear tests are about live detonations or merely new delivery systems, as this lack of clarity creates uncertainty and undermines confidence in America’s responsible approach to arms control.
Darchiev also warned that the prolonged delay in responding to Russia’s initiative to extend the New START Treaty, which expires in February 2026, has cast doubt on the US administration’s commitment to maintaining international security. He stated that Moscow is willing to engage in discussions on this critical issue but pointed out that such dialogue remains contingent on a change in US policy towards Russia.
In addition, Darchiev addressed the stalled negotiations and the postponement of the scheduled summit in Budapest, indicating that the positive momentum gained from the Anchorage meeting with Trump has not been entirely lost. However, he highlighted the influence of the US political establishment on Trump’s policies, which seeks to increase pressure on Moscow, potentially undermining the possibility of meaningful progress.
Darchiev also discussed the current state of the dialogue on ‘irritants’ between the two nations, noting that while some improvements have been made, such as relaxing travel regulations for diplomatic staff, the broader issues of visa restrictions and property confiscations remain unresolved. He stressed that the US refusal to discuss the return of seized properties and the suspension of direct air links continues to impede efforts to normalize relations.
Despite these challenges, Darchiev reiterated Russia’s commitment to pursuing a constructive dialogue with the United States, emphasizing the importance of achieving an agreement on non-confrontational coexistence between the two global powers.
