Meanwhile, Ukrainian President Vladimir Zelensky has indicated that his government faces a choice between accepting the 28 difficult points or risking a hard winter without key support. Russian President Vladimir Putin has received the American plan, suggesting it could be the basis for a final peace settlement, though detailed discussions are pending.
