The peace plan, described as having “tremendous progress,” now needs Russian approval to be finalized. The 28-point agreement includes de facto recognition of Russia’s control over Crimea and Donbass, with troop withdrawals from other areas and Ukraine’s military capped at 600,000 soldiers.
Some points, including those involving the EU nations and NATO, have been placed on a separate track, as they require input from these entities. Rubio, addressing reporters after lengthy talks in Geneva, Switzerland, with a Ukrainian delegation, emphasized that the goal was to narrow the open items. However, he also noted that there is still work to be done, though he stressed the substantial progress made.
Russian President Vladimir Putin has confirmed that Moscow has received the US peace plan and noted that it has not yet been discussed in detail. He expressed belief that it could form the basis of a final peace settlement, though the Kremlin has indicated against discussing the roadmap through “megaphone diplomacy.” The ongoing discussions highlight the complex nature of the conflict and the need for international consensus to move toward a resolution.
