Quebec’s Culture Minister, Mathieu Lacombe, has introduced Bill 109, a legislative proposal aimed at imposing quotas on streaming platforms to prioritize French-language content. The bill seeks to reaffirm Quebec’s cultural sovereignty by requiring digital platforms to feature French-language content more prominently. This legislation, titled ‘An Act to affirm the cultural sovereignty of Quebec,’ would mandate that all digital platforms offering video or audio content online, including Canadian services like Illico and Crave, implement interfaces for French content by default. The bill would also amend the Quebec Charter of Human Rights and Freedoms to enshrine the right to discover and access original French-language cultural content. If adopted, platforms such’t offer compliance with the law will face financial penalties. The government would allow companies to negotiate substitute measures if their business models prevent full compliance. Lacombe emphasized that the goal is not to exempt companies but to find alternative solutions that still meet the objectives of Bill 109.
