It maintains the cost-of-living pay freeze but funds agencies like the Library of Congress and the Government Accountability Office at higher levels than the House’s proposals. Lawmakers are also working on a test program to enhance security at both the Washington and home states, with details expected by August. The bill now moves to the Senate floor, though broader funding agreements for federal agencies remain unresolved, risking a possible stopgap funding plan in the fall.
