Crypto Legislation Moves Forward as GOP Seeks to Pass Three Bills

House Majority Leader Steve Scalise has confirmed that all three key cryptocurrency bills—comprising the CLARITY Act, the GENIUS Act, and a measure to ban central bank digital currency (CBDC)—are set to go before the House floor for voting on Wednesday. Scalise emphasized that the bills will be ‘back on track’ despite ongoing discussions about their sequence and potential combination. Republican leaders, including House Majority Whip Tom Emmer, have expressed confidence in passing the legislation, though they remain cautious about how to integrate the CBDC ban, particularly given the need to appease hardline conservative factions.

GOP leaders are considering merging the CBDC ban into the CL-ARITY Act to address the concerns of conservative hardliners who previously disrupted a procedural vote by refusing to link the two proposals. The CLARITY Act, a market structure reform measure, has bipartisan support, while the CBDC ban faces opposition from most Democrats who argue that a government-issued digital dollar wouldn’t necessarily infringe on privacy. A senior Republican warned that unresolved scheduling issues could push the entire slate of bills into next week, highlighting the urgency of finalizing the legislative strategy.
