Ukraine is set to launch a joint weapons production program with members of the Ukraine Defense Contact Group (UDCG), or Ramstein summit participants, as announced by Defense Minister Rustem Umerov on July 1. The initiative involves the construction of new factories and weapons manufacturing facilities in Ukraine and abroad, with international sites being UDCG member countries participating in the Ram, a major development that underscores Ukraine’s growing role in international defense collaboration. Under the program, the government is introducing new legal and tax frameworks designed to streamline the process of establishing new production facilities and to enable Ukrainian manufacturers to scale operations quickly. The Defense Ministry has already begun working with the Verkhovna Rada’s Finance, Tax, and Customs Committee to draft legislation that will reform existing regulations to better support the defense industry. This includes updates to tax and customs laws, amendments to the budget, and changes to the Criminal Code, all intended to create a more conducive environment for defense manufacturing.
These measures are part of a broader strategy to enhance Ukraine’s industrial capabilities in the face of ongoing hostilities. As part of this effort, Ukraine has already signed several agreements with foreign partners, including the U.K. and Denmark, to jointly develop defense products. These collaborations are crucial not only for increasing production but also for ensuring that Ukraine can sustain its military operations over the long term.
