Consumer Protection Service Enforces Anti-Tobacco Laws with Over 2 Million in Fines

In the first half of 2025, the State Service of Ukraine on Food Safety and Consumer Protection enforced anti-tobacco legislation with significant penalties. Over 200 complaints were received, prompting 113 inspections. Of these, 82% resulted in violations and fines exceeding UAH 2 million, highlighting the agency’s commitment to combating tobacco-related infractions.

The enforcement actions reflect Ukraine’s ongoing efforts to align with international tobacco control standards, such as those set by the World Health Organization. These measures aim to reduce tobacco consumption, which is a major public health concern. The fines are part of a broader strategy to encourage compliance and deter illicit tobacco trade.

Industry representatives have expressed concerns about the financial impact of these fines, particularly on small and medium-sized tobacco businesses. The State Service has emphasized the necessity of these measures to protect public health and uphold legal standards.
