Florida Serial Offender Accused of Dragging Bicyclist to Death in Hit-and-Run

A 22-year-old man in Florida is facing vehicular homicide and DUI manslaughter charges after allegedly striking and killing a 38-year-old mother riding an E-bike in Gulfport. The incident involved a hit-and-run crash where the suspect dragged the victim for blocks before abandoning her on the side of the road.

Xavier Rigby, 22, was arrested after the Pinellas County Police Department said he fatally struck the bicyclist with his vehicle. The fatal collision occurred at approximately 10 p.m. on Friday, when police say Kjersten Aileen-Hermance Strang, 38, was struck by Rigby’s car while riding her E-bike in Gulfport.
