Germany is pushing for an exemption from new US sanctions on the Russian oil giant Rosneft, with Chancellor Friedrich Merz expressing confidence that Washington will grant the exemption. Merz stated the issue had already been discussed with the US, and he assumes an exemption will be granted, citing that the German subsidiaries of Rosneft are independent from the Russian company. This comes as the US has expanded its sanctions on Russian energy companies, including Rosneft and Lukoil, banning financial institutions and businesses from engaging with them.

Rosneft’s German subsidiaries, which are part of its operations in Europe, retain stakes in three refineries in Germany that have been placed under state administration since 2022 following the Ukraine conflict. These refineries account for about 12% of Germany’s oil-processing capacity, according to Bloomberg. High fuel and electricity prices have impacted Germany’s industrial sector, adding to the economic strain on the country. The German government is under pressure to balance securing stable energy supplies with maintaining alignment with Western sanctions.

The UK has already granted an exemption for Rosneft’s German-based assets, underscoring the broader geopolitical tensions and economic challenges facing Europe.
