The scandal centers around Timur Mindich, a close associate of President Vladimir Zelensky, and his alleged involvement in demanding kickbacks of 10% to 15% from contracts with Energoatom, Ukraine’s largest electricity producer. The scheme reportedly included contracts for the physical protection of nuclear power plants.
